Yes. The concept should have its own ingredient rationale, intended consumer and evidence review. Melatonin-free describes an exclusion; it does not establish an outcome.

Can a sleep formula be made as a powder?

A drink-powder concept can be explored around the serving, taste and evening preparation ritual. The format still needs compatibility, manufacturing and stability work.

Can we claim the product treats insomnia?

That is not an appropriate default for a dietary-supplement development brief. Disease-related positioning requires specialist regulatory assessment; PCG starts with a clearly defined wellness scope.
