Define the cosmetic product and user
Start with the intended product type, application area, consumer and proposed cosmetic benefits. Identify fragrance preferences, ingredient exclusions and the desired place in a routine. Disease-treatment or other drug-related claims require separate regulatory consideration and should not be assumed to fit a cosmetic brief.
Develop sensory and package compatibility together
Specify spread, absorption feel, residue and finish using practical sample comparisons. A serum, cream and cleansing product require different formulation work. Evaluate the preferred formula with the intended pump, tube, jar or other package so dispensing and compatibility questions are addressed before launch.
Plan substantiation and launch responsibilities
Build a brief for appropriate stability, microbiological and safety work with qualified partners. FDA's MoCRA resources describe cosmetics safety-substantiation and other obligations. Assign responsibility for the requirements that apply to the actual business and product; a development engagement should not imply automatic regulatory clearance.
